July 2010 – This report brings together civil society advocates’ evaluation of past performance of the governments in their respective countries (for 2008-2010) and the contributions asked from these governments for 2011-2013 in the context of the 3rd Replenishment Process of the Global Fund to Fight AIDS, Tuberculosis and Malaria.

Accountability of civil society representatives to the main bodies responsible for international health policy is a topic which has been under discussion for some time. The Salamander Trust was commissioned in October 2009 by ICSS and the Accountability Working Group, to further those discussions and to prepare a framework intended to increase accountability.
A Communications Working Group, comprised of representatives of civil society delegations to global health institutions, was set up following a 2008 joint retreat hosted initiated by International Civil Society Support together with the UNAIDS PCB NGO delegation. The Communications Working Group was charged with creating a joint communication structure to support and strengthen civil society representation and engagement across the multilateral global health response. A consultation was conducted between June and August 2009 with civil society representatives and technical experts to inform recommendations for this structure.
